In November, there were five new detentions of a foreign-flagged vessel in a UK port.

In response to one of the recommendations of Lord Donaldson’s inquiry into the prevention of pollution from merchant shipping, the Maritime and Coastguard Agency (MCA) publishes each month details of foreign-flagged vessels detained in UK ports.

The UK is part of a regional port state control agreement known as the Paris Memorandum of Understanding on Port State Control (Paris MOU) and information on all the inspected vessels are centralized in an electronic database known as THETIS. This allows vessels with a high risk rating and poor detention records to be targeted for future inspection.

Inspections of foreign flag vessels in UK ports are carried out by experts from the Maritime and Coastguard Agency. When a vessel is found not to comply with the requirements of the applicable convention, a deficiency may be reported. If any of their deficiencies are so serious, it must be rectified before departure, then the vessel will be immobilized.

All deficiencies must be rectified or in an agreed class / flag condition prior to departure.
Notes on the list of detentions:
- Complete Vessel Details: The attached fixed asset list shows the International Maritime Organization (IMO) number of the vessel which does not change throughout the life of the vessel and uniquely identifies it. It also indicates the name of the vessel and the flag state at the time of its inspection.
- Company: The company indicated in the vessel’s Safety Management Certificate (SMC) or, if there is no SMC, the party otherwise considered to be responsible for the operation of the vessel at the time of the vessel’s operation. ‘inspection.
- Classification society: The list indicates the classification society responsible for the classification of the vessel only.
- Recognized body: responsible for conducting regulatory surveys and issuing regulatory certificates on behalf of the flag State.
- White (WL), gray (GL) and black (BL) lists are published by the Paris MoU on July 1 of each year and show the performance of the flag state.
- Deficiencies: The listed deficiencies are those which could be retained. Further details on other deficiencies can be provided on request.
